1. Organizational Context

a. Organizational Setting

The post is located in the Madrid IS Division, Madrid Registry, Brands and Designs Sector.Madrid IS Division is responsible for providing logistical, operational and Information and Communications Technology (ICT) development and support services enabling the administration of the registration system established under the Protocol Relating to the Madrid Agreement Concerning the International Registration of Marks and for ancillary registration systems.

b. Purpose Statement

The incumbent is responsible for planning, organizing, and motivating teams, leading them through the transition into an agile development environment to deliver business value to our customers.

The incumbent may be responsible for managing several concurrent projects and teams using agile methods in a Prince 2 environment.

c. Reporting Lines

The incumbent works under the supervision of the Head, Business Application Architecture Section, Madrid IS Division.

d. Work Relations

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multicultural environment with sensitivity and respect for diversity.

2.Duties and Responsibilities

The incumbent will perform the following principal duties :

  • a. Take responsibility for the definition, documentation and successful completion of all phases of complex projects, directing and counselling internal project team members and external service providers, and advising clients / users as necessary on all phases;
  • ensure that realistic projects, quality, and risk plans are prepared and maintained; monitor control and evaluate team performance against plans.

    b. Plan, implement and support the appropriate processes, tools and coaching to optimize the efficiency of the project teams through introduction of appropriate Agile project planning, development and test methodologies while maintaining compliance with existing organizational project management standards.

  • c. Monitor and control allocated human, financial and material resources against the project plan and budget.Maintain effective financial and project progress forecasting and reports;
  • ensure that a change control procedure is used to assess the effect of changes.

  • d. Take responsibility for investigative work to determine business opportunities and specify effective business processes and implementation through improvements in information systems, data management, practices, organization and equipment;
  • apply and monitor the use of required modeling and analysis tools, methods and standards in an intelligent and effective way.

    e. Support the stakeholders in managing customer expectations for project deliverables, managing communications, and supporting an effective system of project governance.

    f. Promote empowerment of the team, ensuring that each team member is fully engaged in projects and making a meaningful contribution, and encourage a sustainable pace with high-

    levels of quality for the team.

    g. Perform other duties as required.

    h. In performing these duties, the incumbent will be expected to make use of extensive knowledge and experience in blending traditional project management principles and practices with an Agile development techniques as appropriate to fit complex, mission-

    critical projects and with the appropriate level of planning and provide the right balance of agility and predictability.


    Advanced university degree in information technology, computer science, or a related discipline. A first-level university degree plus two years of relevant professional experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

    Certification in project management, e.g. PRINCE2 or Agile.


    Certification in Java, UNIX, system architecture, and / or Web application design.


    At least seven years of relevant professional experience, including a proven track record of successfully implementing software or web development projects with direct business impact by using Agile methodologies, tools, project planning and control techniques.

    Supervisory experience relating to the delivery of ICT projects, including organizing the work of Agile teams using JIRA.

    Experience working with Java, Web-based technologies and database environments including Oracle, MySQL or similar products.


    Experience in international industrial property registration systems.

    Experience in data analysis, software development and user experience.


    Excellent written and spoken knowledge of English.


    Knowledge of French and / or Spanish (official Madrid System languages).


    Solid understanding of software development life cycle models as well as expert knowledge of both Agile and traditional project management principles and practices and the ability to blend them together in the right proportions to fit a project and business environment.

    Good knowledge of web-based application software development, including design and implementation of interactive web-based applications.

    Good knowledge of systems analysis and design techniques using industry standard methodologies.

    Ability to advise on available standards, methods, tools and applications relevant to ongoing projects and make appropriate choices from alternatives.

    Ability to analyze, design, plan, execute and evaluate work to time, cost and quality targets, including the assessment and evaluation of risk.

    Strong interpersonal skills including mentoring, coaching, collaborating and team building.


    Working knowledge of data analysis, data modeling, database design.

    5. Information

    Mobility : WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.

    Accordingly, the selected candidate may be required to move from time to time to new functions and / or to another duty station.

    Annual salary :

    Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.

    The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.

    The figures quoted below are based on the July 2018 rate of 70.9 %

  • Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
