Job Description

The Water Supply and Sanitation Collaborative Council (WSSCC) was established in 1990 and mandated by name in United Nations General Assembly resolution A / RES / 45 / 181.

The WSSCC Secretariat is hosted by the United Nations Office for Project Services (UNOPS) and aims to accelerate the achievement of sustainable sanitation, hygiene and water services for all people, with special attention to the unserved poor, by enhancing collaboration and coordination of all sector stakeholders.

Reporting to the Head, Planning, Monitoring, Evaluation and Reporting Unit, the Monitoring and Reporting Support Officer provides technical analysis to the overall work of the unit through testing and revision of the WSSCC monitoring and reporting system, including indicators and data to measure results and relevance.

The Monitoring and Reporting Support Officer assesses the performance of programme initiatives and promotes monitoring and reporting skills and process enhancement to programme teams, and provides direct backstopping to other PMER Unit team members as needed to meet surge requirements or facilitate resolution of complex situations.

  • Support the head of PMER Unit and other colleagues in the Unit in the implementation and all monitoring and reporting of WSSCC work plan mid-
  • term and end-of-year reviews

  • Provide guidance and technical assistance in the area of annual planning, performance monitoring, reviews and reporting to programme teams, promoting a results mindset and M&E culture
  • Provide guidance and develop initiatives to ensure that programmes are aligned with WSSCC M&E principles
  • Produce analysis and technical support to design of results frameworks, proposing new and SMART indicators and procedures that facilitate the quality monitoring and reporting of programme results
  • Analysis of the specific data requirements of individual programmes and indicators and quality and reliability of available data sources
  • Support organizational efforts to strengthen the national monitoring approaches, striving to coordinate locally owned monitoring
  • Support the PMER Unit in proving guidance to national counterparts on monitoring and reporting of national and sector policies and strategies
  • Maintains consistent and quality data and analysis for the PMER Unit in organizaional reports, assessments and data portals;
  • Develops tools and systems to innovatively disseminate strategic and granular information and share best practices and technical expertise;
  • Master degree in Monitoring & Evaluation, Statistics or related discipline is required.
  • A bachelor’s degree with a combination of 2 additional years of relevant experience may be accepted in lieu of the master’s degree.
  • Minimum five years of relevant professional experience working with monitoring and reporting systems and processes or related fields
  • Specific experience with monitoring and reporting in the sanitation and hygiene sector desirable
  • Good working knowledge of Microsoft Office is essential.
  • Fluency in both written and spoken English is required.
  • Fluency in French would be an asset.
  • Excellent analytical abilities and approach to information management
  • Ability to plan, prioritize and be precise and quality oriented
  • Demonstrate ability to manage complexities and change
  • Understanding of programme development and results-based management including M&E
  • Ability to work collaboratively and operate effectively across thematic areas
  • Contract type : International Individual Contractor Agreement (IICA)
  • Contract level : IICA-2 (equivalent ICS10)
  • Contract duration : Ongoing ICA Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
