SheTrades Initiative - Trade Expert on
WTO Gender-Lens Framework
The International Trade Centre (ITC) is a joint agency of the United Nations and World Trade Organization based in Geneva.
ITC's mission is to enable small business export success in developing and transitioneconomy countries, by providing, with partners, sustainable and inclusive development solutions to the private sector, trade support institutions (TSIs) and policymakers.
The International Trade Centre launched the SheTrades Initiative to create an ecosystem of integrated solutions that empower women economically through greater integration in trade and investment.
The Goal : Connect 3 million women to market by 2021.
A Plan : To work with partners including governments, private sector, international organizations, and others to expand opportunities for women entrepreneurs by acting on 7 pillars to catalyze trade.
Part of the SheTrades Initiative, the SheTrades WTO - Trade Impact Group project is funded by the Directorate-General for Trade of the European Commission (DG Trade) and aims to contribute to the World Trade Organization's (WTO) Informal Working Group on Trade and Gender.
Under the WTO Informal Working Group workstream, the project aims to :
consider and clarify what 'gender lens' as a concept applied to international trade entails;
consider specifically how a gender lens could be usefully applied to the work of the WTO, with a view to presenting a concept and work plan to members at the WTO 12th Ministerial Conference (WT / L / 1095 / Rev.1).
SheTrades is looking for a consultant to deliver the following tasks :
1. Perform research on a selected topic to apply the gender-lens framework developed by the project;
2. Draft one sector-specific policy brief based on the gender-lens framework developed by the project;
3. Prepare presentation materials and present in two workshops

Description of Duties / Responsibilities
Under the direct supervision of the SheTrades Senior Programme Officer, and the overall supervision ofthe Chief of the Sustainable and Inclusive Value Chains Section of ITC, the Consultant will undertake the
following : Output 1
Perform desk research and conduct key respondent interviews in preparation for the development of a sector-specific policy brief;
Draft one sector-specific policy brief that applies the gender-lens framework developed by the project. This gender-lens framework is aimed at mainstreaming gender into WTO functions, agreements, and negotiations.
Where necessary, the Consultant shall adapt this framework to the topic in close partnership with other experts hired under this project;
Prepare for and present the policy brief in one meeting conducted with trade and gender experts hired under the project;
Review and synthesize inputs received from ITC and the trade and gender experts, where applicable, and ensure that the second draft of the policy brief is fully aligned with the gender-lens framework developed by the project;
Prepare second draft of policy brief, ensuring that it is fully aligned with the gender-lens framework developed be the project;
Present second draft of policy brief at a meeting or workshop with members and observers of the WTO Informal Working Group on Trade and Gender
Review and synthesize inputs from workshop with members and observers of WTO Informal Working Group and ITC, where applicable
Submit final policy brief
The Consultant is obliged to provide full access to ITC external and internal auditors to documents and information. In addition, the contractor shall comply with any audit undertaken in line with the financial regulations and rules of the United Nations.
Expected Outputs and Timelines
While under contract, the consultant is expected to deliver the following outputs by the dates indicated below :
Output 1 by 28 February 2022
Performed desk research and conducted key respondent interviews to support the development of the sector-specific policy brief;
Drafted one sector-specific policy brief which applies the gender-lens framework developed by the project;
Prepared for and presented the sector-specific policy brief in one meeting attended by trade and gender experts hired by SheTrades.
Output 2 by 31 May 2022
Reviewed and integrated inputs received from ITC and trade and gender experts hired by the project;
Prepared a second draft of the sector-specific policy brief, ensuring that the second draft of the sector-specific policy brief is fully aligned to the gender-lens framework;
Presented the second draft of the policy brief at one meeting with members and observers of the
