Organisational context

This position will support improved Pharmacy Management in UNHCR globally through capacity building and support to Regional Bureaux and Country Operations.

UNHCR procures quality assured medicines and medical supplies for partners through Long Term Agreements (LTAs) with global suppliers.

In some contexts local procurement of quality assured products may be undertalken based on a detailed assesment of the local pharmaceuitcal market.

The approximate annual budget of medicines in UNHCR operations ( pre CORVID 19) is USD 20 million. Properly quality assured medicines not only ensure effective treatment for refugees and host communities but also guarantee cost effectiveness.

This position is essential to build capacity in regions and operations to improve and monitor the efficient management of medicines and medical supplies.

  • Specifically, the pharmacist will develp a capacity building (e Learning) programme on managament of medicines for UNHCR and partner staff;
  • provide guidance to imrpove the monitoring of medicines at country level including inventory management, consumption monitoring, drug dispensing and ordering through the use of appropraite tools.

    The pharmacist will support the assessment of local pharmaceutical markets together with an expert partner and provide guidance on local procurement when this has been assessed as possible.

    The pharmacist will follow closely the technical aspects of the pilot project with UNICEF on supply of medicines and supplies to 3-4 pilot countries and document lessons learned.

    The pharmacist will particpate in the technical review of offers from suppliers as part of the review and renewal of LTAs with supplier of medicines and supplies to UNHCR.

    The pharamcist will also support the technical review of the UNHCR Essential Mediecines List due for an update vesrion in 2022.

    An important function is support to the planning and procurement of COVID 19 supplies, review and validation of country orders, technical evaluation of suppliers offers and guidance on quality in case of local procurements.

    This position, which provides technical support and capacity building to major operations increases their efficiency and cost-effectiveness, thereby adding value to operations and ultimately improving the availability of quality medicines to beneficiaries.

    Duties and responsibilities

  • Pharmacy Management oversight at UNHCR and support Regional Bureaux and country operations to improve management of medicines and supplies
  • Develop an E Learning on Good Medecines Management targeted at UNHCR and partner staff at regional and country levels
  • Development of Invitation to Bid (ITB) for the renewal of medical suppliers' Long Term Agreements and technical review of bids received
  • Provide technical support during the ongoing COVID 19 crisis :
  • o To the Regional Bureaux and country operations : quantification of needs, design of tools, review of requests and local procurement.

    o To Headquarter : Quality review of the dossiers and offers received from global medical suppliers (PPE and medical items)

  • Support to local medicines market assessments and potential agreements for local procurement in priority countries in collbaoration with a specialised service provider
  • Technical support to UNICEF pilot project in 3-4 countries in 2020 and contribute to monitoring of the efficiency and effectiveness of the pilot project
  • Technical review of the UNHCR Essential Medicines List
  • Update guidance for countries and regional bureaux on the monitoring of medicines and supplies management at country level including oversight of partners
  • Follow up on recommendations and actions formulated during 2018- 2019 missions
  • Monitoring and Progress Controls

  • Evidence of follow up of recommendations of previous missions
  • Elaboration and implementation of capacity building activities for UNHCR and partner staff
  • Updated guidance for monitoring of medicines and supplies at country level
  • Technical review of ITBs leads to establishment of Long Term Agreements with suppliers
  • Updated UNHCR EML to be launched 2022
  • Evidence of coordination of Local Market Assessments in priority countries and support to the establishemnt of local procurement where recommended and feasible
  • Essential minimum qualifications and professional experience required

    a. Education (Level and area of required and / or preferred education)

  • Professional degree in pharmacology / pharmacy or related field
  • Preferred Master level studies in public health and / or equivalent experiences
  • b. Work Experience

  • At least 7 years of experience in pharmacy management
  • Past working experience with health programmes for refugee / asylum seekers or international organisations required
  • Field experience in pharmacy management desirable
  • Headquarters and systems experience desirable
  • Capacity building experinece desirable
  • Excellent written English language skills, French desirable
  • c. Key Competencies

  • Expert knowledge of pharmaceutical management systems
  • Analytical and report writing skills
  • Good communicator with strong interpersonal and negotiation skills to deal with different country contexts with persons of different policies and persons of diverse cultural backgrounds
  • Team player with service-oriented attitudes.
  • Excellent knowledge of English (written / oral / comprehension) is essential.
  • Working knowledge of another UN language.

    The successful candidate will be working at Geneva Headquarters.
