DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, Cabinet and External Relations (D / CER), the incumbent will perform the following duties :

a) Management and strategy : Plan, direct, supervise and manage the public information, communications and outreach activities of WMO.

Oversee and guide the Communication and Public Affairs (CPA) media officer, editor and other CPA staff. Manage the CPA budget and administrative processes, including monitoring and evaluation.

Assure the implementation of the Information and Public Affairs (IPA) programme adopted by Congress, and report to Congress and other WMO bodies as appropriate.

Develop the annual WMO communications strategy and plan for approval by the Secretary-General and oversee implementation.

  • Develop core WMO messages. Pursue fund-raising opportunities to support the IPA Trust Fund. Assist in the design and messaging of the WMO intranet and other internal communication mechanisms;
  • b) Networking and partnerships : Engage directors, programme managers and other Secretariat colleagues as contributors to and partners in WMO outreach.

    Engage National Meteorological and Hydrological Services (NMHSs), in particular through the network of IPA Focal Points, and other members of the WMO community in common WMO communications activities.

    Develop partnerships with United Nations (UN) agencies, other institutions and media groups and associations (including weather presenters).

  • Strengthen internal Secretariat communications and training opportunities for staff on communication skills. Identify potential interns, Junior Professional Officers (JPOs) and other opportunities for strengthening CPA's capacity;
  • c) Public outreach : Support the communication needs of the Secretary-General and Executive Management. Design and lead WMO communications campaigns, including World Meteorological Days.

    Maintain high-level contacts with governments, academics, and senior editors. Oversee and guide the public website, press outreach, the WMO Bulletin, the WMO Annual Report, print materials, social media, video and multi-

    media production, and other core CPA activities. Manage crisis communications when and if necessary to protect the image and credibility of WMO.

  • Staff the WMO Web Integration Team. Ensure that all departments adhere to WMO branding and messaging. Ensure that products developed by departments meet WMO quality standards;
  • d) Missions and representation : As needed, represent the Organization in the UN Communications Group and at relevant international events;
  • e) Carry out other relevant duties as required. QUALIFICATIONS

    Education

    Master's degree in communication, journalism, international relations, public administration or a closely related field.

    A Doctorate degree or equivalent would be an advantage.

    Experience

    A minimum of 10 years of combined national and international progressively responsible experience in directing and managing an information provider service.

    Thorough knowledge and practical experience in the organization of press conferences, in media contacts and in drawing up communication strategies on specific issues.

    Practical experience as a working journalist or a broadcaster and in the planning, design and production of information materials.

    Relevant experience within the United Nations system or an international organization is a definite advantage.

    Other requirements

    Demonstrated experience in the use of standard Microsoft Office software (Word, Excel, PowerPoint) and the Internet for public information purposes.

    Creativity, maturity of judgment, initiative, originality of ideas, ability to write about scientific and technical subjects for a non-

    scientific audience. Excellent supervisory and managerial skills. Ability to plan, organize and direct public information work of a high level.

    The incumbent will be required to work beyond normal working hours as and when necessary, according to the exigencies of duties.

    Ability to work in a multicultural environment and to foster diversity and team spirit.

    Languages

    Excellent knowledge of English. Knowledge of other official languages of the Organization would be an advantage.

    Note : The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) The Secretary-

    General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.

    Possibility of renewal, subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years. SALARY AND ALLOWANCES

    Annual net base salary on initial appointment is : US$ 82586

    Annual post adjustment on initial salary is : US$ 59627 (in addition to the net base salary)
