Entreprise : The mandate of the Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council in its resolution 39 / 2, adopted on 27 September 2018.
The creation of the Mechanism was welcomed by the General Assembly in its resolution 73 / 264, adopted on 22 December 2018.
This position is located in the Information Systems Management Section in Geneva, Switzerland.
The incumbent reports directly to the Senior Information Systems Officer. Description du poste : Within limits of delegated authority, the Information Systems Officer will be responsible for the following duties :
Understands and captures the current UNOG ICT architecture, defines the IIMM ICT architecture, based upon the concept of converged ICT as defined by the General Assembly and in line with IIMM's requirements and objectives in the development of a holistic strategy for processes, information, and information technology assets;
undertakes gap analysis to define areas of discrepancy; ensures adherence to global and local ICT policies.
Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.
Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users;
develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.
reviews the requirements put forward by the IIMM and analyses their integration with the existing equipment / installations.
Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service.
Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.
Provides professional leadership and work direction to assigned project team, and / or mentor and supervises the work of new / junior officers, contract staff, etc.
Is actively involved in the execution of the most complex aspects of the project (e.g.
systems analysis, development, programming, etc.); oversees development of document and database structures, ensuring that all design aspects are addressed and control and security mechanisms are established.
Develops, implements and monitors information standards and guidelines, including testing paradigms.
Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations.
Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies;
provides leadership on introducing technological changes; prepares various technical reports.
Facilitates communications between ITSD and its major clients for good client relations.
Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ITSD, for either specific IT services or general technology support, including any charge back mechanisms.
Acts as a focal point on ICT matters; develops and manages internal and external coordination processes to manage ICT related activities.
Participates in planning and preparation of the budget, work program and spending plan.

Knowledge of a range of computer languages and development paradigms, knowledge of organization's information infrastructure and IT strategy as it relates to user area(s).
