1. Organizational Context
a. Organizational Setting
This post is located in the Technology and Innovation Support Section, Access to Information and Knowledge Division, Global Infrastructure Sector.
The Technology and Innovation Support Division promotes and facilitates access to and exploitation of technological information and knowledge, building local capacity in accessing and exploiting online databases and innovation support resources to reinforce local innovation.
The innovation support resources built by the Technology and Innovation Support Division include the TISC Knowledge Platform, which comprises the eTISC collaboration platform (with forums, groups, calendars, and social features) as well as the Intellogist database platform and Patent Register Portal (with data reports, data comparisons, and interactive maps).
b. Purpose Statement
The main role of the incumbent is to support the effective administration, development, and maintenance of the TISC Knowledge Platform, including the eTISC collaboration platform, Intellogist database platform, and Patent Register Portal.
c. Reporting Lines
The incumbent works under the supervision of the Head, Technology and Innovation Support Section.
d. Work Relations
The incumbent works in close relation with the Customer Support Section, internal and external IT staff and suppliers and with users of the TISC Knowledge Platform.
2.Duties and Responsibilities
The incumbent will perform the following principal duties :
a. Coordinate maintenance of and identify improvements to databases, platforms and systems;liaise with internal IT teams and external service providers where necessary and carry out quality control of the work performed.
b. Develop, update and maintain operational, technical and user information materials and guidelines on systems, platforms and portals.
escalate issues requiring further investigation or intervention; monitor and regularly review system performance to continuously optimize systems and minimize downtime.
d. Develop and foster relationships with external partners and contributors to databases, platforms and portals, including patent information users, patent database providers, and their representative associations to ensure that information systems meet client needs.
e. Monitor, assess, and take action to ensure the quality of data provided through databases, platforms and portals.
f. Perform systems and data analysis tasks; compile and analyze statistics and prepare related reports.
g. Carry out research on new technology and tools, assess applicability and use for team and make proposals for implementation to the Head of Section.
h. Perform other related duties as required.
First-level university degree in business, management, public policy, information technology or related discipline. An advanced university degree in a relevant discipline may be accepted in lieu of two years of relevant experience.
Project management certification, e.g. PMP, PRINCE2 or Agile.
At least three years’ relevant professional experience including in developing and / or managing platforms for sharing information and knowledge, preferably in the area of patent information.
Experience working with public sector organizations including intergovernmental and / or governmental organizations.
Experience working with patent information user groups.
Excellent knowledge of written and spoken English.
Ability to work in other UN official languages (Arabic, Chinese, French, Russian or Spanish).
Project management skills, including the demonstrated ability to manage and / or implement projects for developing platforms for sharing information and knowledge.
Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multicultural environment with sensitivity and respect for diversity.
Excellent analytical and problem-solving skills.
Excellent organizational skills.
Ability to communicate and coordinate with IT technical teams in the areas of platform development and maintenance.
Knowledge of intellectual property, in particular patent information.

Mobility : WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.
Accordingly, the selected candidate may be required to move from time to time to new functions and / or to another duty station.
Annual salary :
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.
The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.
The figures quoted below are based on the January 2019 rate of 69.4 %
Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.
