1. Organizational Context

Organizational Setting

The position is located in the Program Performance and BudgetDivision (PPBD), Department of Program Planning and Finance.

The Division isresponsible for facilitating the planning and budgeting, implementation andmonitoring, and assessment of the performance of WIPO’s programs in accordancewith WIPO’s Results-

Based Management (RBM) framework and the FinancialRegulations and Rules.

The Division is increasingly partnering with businessareas in identifying opportunities for improving operational efficiency andorganizational effectiveness.

Purpose Statement

The incumbent is expected to perform duties with a high degree ofindependence, initiative and judgement. S / he undertakes projects based onevolving business needs, conditions or issues that may arise and ensureson-

time, high-quality delivery in accordance with the stated project goals.

Given the broad scope both in working with colleagues fromdifferent departments and across multiple projects, the incumbent is expectedto assess the workloads, impacts, possible issues and propose solutions toachieve deliverables.

Reporting Lines

The incumbent works under the supervision of the Director, ProgramPerformance and Budget Division.

Work Relations

The incumbent cooperates closely with colleagues in PPBD andliaises with colleagues throughout the Organization.

2.Duties and Responsibilities

The incumbent will perform the following principal duties :

a. Takeresponsibility for the design (objectives and scope), implementation,documentation and successful completion of special projects and initiativesaimed at supporting decision-

  • making for enhancing operational efficiency andorganizational effectiveness;
  • b. Undertakecomplex data mining using data from WIPO’s ERP systems; perform high qualitydata analysis to distill essential findings, conclusions and recommendations;
  • c. Research,compile and analyze financial data (focus on cost accounting analysis) trendsand forecast; identify and investigate issues and recommend solutions;
  • d. Conductin-depth analysis of organizational and financial performance of selected WIPOentities in order to determine workload drivers, workload evolution and coststructures, and to identify opportunities for enhancing the effectiveness andefficiency of the delivery of WIPO’s products and services;
  • e. Presentand communicate findings from reviews and analysis in a clear and succinctmanner adapted to the target audience;
  • f. Workclosely with all relevant stakeholders; manage expectations of stakeholders,ensuring views of all stakeholders are considered, verified and validated;
  • g. Developdashboards and other monitoring tools to track progress of implementation ofcompleted projects and initiatives, as relevant;
  • makerecommendations for the design and implementation of Organization-wide tools tosupport the planning, implementation, monitoring and assessment of CapitalMaster Plan projects (guidance, templates, manuals, operational metricstracking, KPIs);
  • h. Identifyand participate in transformational operational projects to advance the use ofnew technologies in administration and management;
  • i. Providesupport for the preparation of : (i) WIPO Program and Budget and (ii) WIPOPerformance Report, with an emphasis on data validation and analysis;
  • j. Performother related duties as required.

    Essential

    Advanced university degree in business administration, finance,economics, social sciences or a related discipline.A first-

    level university degree in a relevantdiscipline plus two years of relevant experience in addition to the years ofexperience requested below may be accepted in lieu of an advanced universitydegree.

    At least seven years of relevant experience including in theimplementation of results-based or financial management. Experience withmanaging projects using industry standard program and project managementmethodologies and tools.

    Experience in data mining and / or data analytics.

    Excellent knowledge of written and spoken English.

    Strong data analysis skills.

    Excellent ability to focus on essentials, distill key insights andpresent in a clear and succinct manner.

    Good knowledge of financial management and budgetary principles,practices and approaches and their use and application.

    Excellent communication and interpersonal skills and ability tomaintain effective partnerships and working relations in a multi-

    culturalenvironment with sensitivity and respect for diversity.

    Competent user of Microsoft Office applications (Word, Excel,Outlook, PowerPoint) and the internet and the ability to work with ERP,planning and financial systems.

    5. Information

    Mobility : WIPOstaff members are international civil servants subject to the authority of theDirector General and may be assigned to any activities, office or duty stationof the Organization.

    Accordingly, the selectedcandidate may be required to move from time to time to new functions and / or toanother duty station.

    Annual salary :

    Totalannual salary consists of a net annual salary (net of taxes and before medicalinsurance and pension fund deductions) in US dollars and a postadjustment.

    The post adjustment (cost of living allowance) is variableand subject to change without notice in accordance with the rates as set withinthe UN Common System for salaries and allowances.

    The figures quotedbelow are based on the August 2019 rate of 71.8 %

    Salariesand allowances are paid in Swiss francs at the official rate of exchange of theUnited Nations.

  • Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it anyexpectancy of, nor imply any right to, (further) extensions or conversion to apermanent appointment.
