Org. Setting and Reporting
This position is located in the Donor Relations Section (DRS), Office for the Coordination of Humanitarian Affairs (OCHA), in Geneva.
The Humanitarian Affairs Officer reports directly to the Head of Donor Desk.
Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties :
1. Strengthens existing relationship with and serves as a focal point within DRS for a group of current donors in the MENA region to ensure a consistent flow of information and timely reporting on OCHA's activities and programme requirements.
2. Monitors and provides advice on resource mobilization strategies and interaction with those donors.
3. Facilitates the Office's inputs for donor consultations / annual meetings as required.
4. Develops key strategic partnerships with new donors to achieve a broader donor base for OCHA, including Country-Based Pooled Funds (CBPFs) and Centralized Emergency Relief Fund (CERF).
This would entail devising specific and tailor-made strategies for outreach to a number of new donors, preparing and maintaining donor profiles as relevant.
monitors follow-up to pledges from donors and ensures proper reporting as stipulated in respective funding agreements.
6. Serves as the focal point in the Section for one of the cross-cutting thematic issues and drafts policy papers as requested by the Chief of Section and replaces or provides support to one of the Donor Relations Officers in the Section as necessary.
7. Performs other duties as required.
Analytical capacity and in particular the ability to analyze and articulate the humanitarian dimension of issues which require a coordinated UN response.
Ability to identify issues and judgment in applying technical expertise to resolve a wide range of problems. Ability to conduct research, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian rights situation in assigned country / area.

Advanced university degree (Master’s degree or equivalent) in international relations, political science, social science, law or a related field, is required.
A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
A minimum of five (5) years of progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis / emergency relief management, rehabilitation, development, or other related area is required.
At least two years of field experience in humanitarian affairs in a complex emergency or natural disaster context is desirable.
Work experience in donor relations in international organizations is an advantage.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
Knowledge of Arabic is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
The extension of the appointment is subject to extension of the mandate and / or the availability of the funds.
