Job Summary : Works closely with project teams and other internal customers to make export licensing requirements determinations.

Prepares export license and ITAR Agreement (TAA / MLA) applications and administers approved licenses and authorizations.

This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.

Essential Job Duties and Responsibilities :

  • Provides export compliance services to Cubic defense programs. Prepares Department of Defense Trade Controls (DDTC) and Bureau of Industry and Security (BIS) export license and agreement applications.
  • Works closely with programs to anticipate export licensing requirements, and monitors program execution to assure compliance requirements are met.

  • Responsible for evaluating complex international business requirements, products and strategies to ensure compatibility with export compliance.
  • Provide education and training to Global Trade Compliance staff on the appropriate interpretation and implementation of ITAR and EAR, problem-
  • solving tools, and processes, where appropriate.

  • Participate for the design and implementation of enterprise-wide export compliance policies and procedures. Asist with the definition and development of IT based processes where practical.
  • Identifies export compliance risks, drives mitigation actions and develops resolutions with the affected Cubic departments.
  • Monitors overall corporate export compliance risk and regularly produces reports to management.

  • Monitor and determine the impact of changes in export trade laws and regulations. Develop necessary changes in procedures as required by these changes.
  • Effectively communicate these changes to appropriate personnel throughout Cubic.

  • Provides leadership and mentoring to more junior export compliance personnel.
  • Serve as Subject Matter Expert on export issues including, but not limited to, denied parties, embargoed countries, anti-
  • boycott compliance and reporting, and red flag issues. This includes acting as a principal contact during audits conducted by various export agencies.

  • Support and coordinate M&A-related due diligence assessments, and drive acquisition integration after closing.
  • Establishes and maintains relations with appropriate government licensing authorities ensuring that the Company’s position on licensing and technology release is conveyed, understood and accepted.
  • Familiarity with U.S. Customs Regulations, Office of Foreign Assets Control (OFAC) regulations and Bureau of Alcohol Tobacco and Firearms (BATF) import permitting preferred.
  • Minimum Job Requirements :

    Four-year college degree in a business or technical specialty, advanced degree in related field desirable, plus a minimum of six years of experience in international trade compliance with an emphasis on defense trade licensing and administration.

    Must have, or be able to obtain a US DoD Secret security clearance. Expert level knowledge of International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) required.

    Experience with both direct commercial sale and FMS contracts for sales to foreign governments. Strong communication abilities including professional level business writing skills.

    Experience with ITAR licensing and administration for military communications (ITAR Cat IX and XIII) required. Experience with military and commercial training and simulations systems, and management of defense services under USG contracts, or to foreign military customers is desirable.

    Familiarity with U.S. Customs Regulations, Office of Foreign Assets Control (OFAC) regulations and Bureau of Alcohol Tobacco and Firearms (BATF) import permitting preferred.
