The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. Duration is 12 months.

The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations.

The following are eligible to apply :

  • Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations. The Office will facilitate the temporary re-assignment of a selected internal candidate to this position.
  • External candidates. A selected external candidate will be issued with a 4.2 (e) contract.
  • Staff members with at least five years of continuous service with the Office are encouraged to apply.

    Applications from officials who have reached their age of retirement as defined in Article 11.3 of the Staff Regulations on or before 31 December 2017, or who have already separated from ILO service upon retirement or early retirement, will not be considered.

    Introduction

    The Staff Counsellor temporary position is located in the Staff Welfare Office within the Human Resources Development Department (HRD).

    HRD is the central authority on human resources matters in the ILO. The Department seeks to align the Office's human resources capacity with the strategic objectives of the Organization to ensure that it can carry out its mission effectively.

    The Staff Welfare Office is a primary point of contact for ILO officials and their families to reach out for support, guidance and professional help when facing crisis or personal difficulties arising from work or domestic circumstances.

    The temporary position is responsible for providing psychosocial support and counselling to ILO staff, advice to managers on well-being matters and to design training and prepare communications on mental health and well-being of staff in the workplace.

    The incumbent of this position reports directly to the ILO Staff Welfare Officer.

    Description of duties

    1. Provide staff with a full range of psychosocial support and counselling services.

    2. Provide technical advice to managers on how to support well-being of staff and teams as to encourage individual and team resilience.

    3. Provide psychological first aid following a critical incident or trauma. Facilitate joint case management with MEDSERV, HRD and / or UNDSS if necessary.

    4. Design and facilitate training and awareness raising activities for staff and managers on themes related to mental health and well-being in the workplace.

    5. Co-manage the Peer Support Volunteers group from the Africa region and assist with the development of the network in other regions, including training delivery.

    6. Draft staff communications and articles on various subjects related to mental health and well-being.

    7. Prepare technical content for the development of the Staff Welfare Office’s intranet page.

    8. Maintain confidential records and statistics according to the confidentiality requirements and professional practice standards.

    Keep supervisor informed about the main issues that arise and recommend remedial actions.

    9. Perform other relevant duties as assigned.

    Required qualifications

    Education

    An advanced university degree in counselling, clinical social work, or psychology. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree in addition to the five years of professional experience required below.

    Experience

    At least five years of professional experience in psychosocial support and counselling, clinical social work, and psychology.

    Languages

    Excellent command of English or French and working knowledge of the other. Knowledge of Spanish would be an asset.
