OBJECTIVES OF THE PROGRAMME
Achieving UHC means that all people and communities have equitable access to the promotive, preventive, curative, rehabilitative and palliative health services they need, of sufficient quality to be effective, while also ensuring that the use of these services does not expose the individual user to financial hardship.
The essence of UHC is universal access to strong and resilient people-centred health services, based on a primary health care (PHC) approach.
Effective and efficient health systems require a renewed focus on the organization and management of integrated health services, while ensuring the safety and quality of health services, to improve health outcomes and reach underserved populations, to ensure no one is left behind.
ii) ensure these health services are effective, safe and people-centred, and based on a primary health care approach, and (iii) strengthen country capacity to assess and monitor the performance of health services.
The Department accomplishes this objective through producing norms and standards through its Global Public Health Good and through providing specialized technical assistance to regions and countries and through developing strategic partnerships to advance WHOs work.
DESCRIPTION OF DUTIES
The incumbent's generic duties include 1- Ensures effective direction, management, and accountability of the Department and / or the specific programme managed by the incumbent in delivering its objectives through managing and inspiring a diverse workforce and peer communities to optimize the department's financial resources, deliverables and mandate.
2- Leads the Department in developing evidence-based policies and strategies for dissemination and implementation in Regional and Country Office programmes- 3- Provides highest level technical advice and expertise to Management in the area of integrated health services in order to position the Department and Organization as a leader in the integrated health services, clinical services organization, quality of care and health services performance assessment.
4- Leads the establishment and development of the Department's evidence-based policies and strategies for roll out and delivery for Regional and Country Office implementation.
5- Ensures the management of the monitoring and evaluation as well as reporting of the Department's area of work of key performance indicators and global reporting requirements and mechanisms to optimize performance of Department deliverables.
6- Serves as the scientific / technical reference among UN Agencies and other key players in the respective area. 7- Builds new or strengthens existing partnerships with External Partners, Member States, UN Agencies, Donor, research institutions and other stakeholders to position the technical area of work and implementation into National and / or Global policies.
8- Represent the Department area of work in global fora to position the area of work in the global health community. 9- Performs all other related duties as assigned.
In addition to leading the department per the generic duties above in the technical areas described, the incumbent provides leadership on two key output areas for the WHO General Programme of Work 13, namely 10- Output 1.
1.1 - Countries enabled to provide high-quality, people-centred health services, based on primary care strategies and comprehensive essential service packages.
11- Output 1.1.2. - Countries enabled to strengthen their health systems to deliver on condition- and disease-specific service coverage results.
This should include experience providing senior level advice and guidance to Senior Management / Decision makers, managing human and financial resources, as well as experience in the area of developing and establishing policies and strategies.
Demonstrated experience at the international level.
Commitment to collaborate effectively with other key partners in the Health Subject area.
The ideal candidate should have specific experience in the areas of clinical services organization, health services management, universal health coverage service packages, patient safety and quality of care improvement, health services capacity assessments and facility assessments and specific experience in the area of health services as linked to health emergencies.
