Primary Purpose of Job (Job Summary) 主要工作目标 岗位简介
This full-time position isresponsiblefor anticipating access policy dynamics and prospectively developing opportunities to advocate and shape positive access policy environment in alignment with portfolioaccessstrategyand annual NMA priorities that address patient access to innovative health technologies andhealthsystemreadiness, especially Roche Neuroscience products and services in China.

Monitoring and analyzing the macro and priority healthcare related policy dynamics in alignment with portfolio access strategy and annual NMA priorities and leading cross-functional efforts to coordinate and communicate with business, medical, R&D, legal, finance, and related divisional teams to align and incorporate inline and pipeline product strategies into policy objectives to develop and implement related access policy strategies and project to support timely access for Roche products
Cultivating and maintaining regular engagement and constant relationships with appropriate and relevant international, national, and selected regional access policy stakeholders including government / official agencies, academic institutes and think tanks including healthcare related development and policy foundations, and selected professional and trade associations as well as strategic policy consultancies to drive and advocate policy matters for shaping innovation reward policy environment to enable patient access to Roche products and services
Partnering with Global Access Policy to communicate Roche worldwide positions on priority access policies / initiatives including holistic healthcare system reform, local policy pilots, and related evolving international policy trends with relevant access policy stakeholders for appropriate adaptation in China
Partnering with Corporate Affairs and Communication team to collaborate with highly matrixed cross-functional Roche teams in China as well as global functions to plan and prepare Roche positioning paper and reports for high level engagement events such as the annual IBLAC meeting.

Advanced degree in applied social and scientific disciplines including but not limited to health policy, public health, health administration, pharmacy administration, medicine, law, business administration, economics, operational science, political science, or other relevant qualifications;
Bachelor’s degree may also be considered with considerable work experience and extraordinary capabilities

Job Required Competencies 岗位所需胜任力
5-year plus in positions of increasing responsibility and experience in oncology, rare disease, or specialty care related healthcare policy affairs roles both in corporate or in a business unit showcasing increasing responsibility and experience in pharmaceutical, medical devices, diagnostics, or commensurate experience in related government or official agencies, healthcare industries or relevant consultancy companies
Demonstrated experience and ability to build strong cross-functional, regional, and global partnerships and the ability to manage by influence outside of direct reporting structure in developing and implementing successful, forward-looking, proactive, comprehensive approaches to access related policy issues with strong knowledge of policy project management methodologies, tools, and analytics
Thorough understanding and significant experience of overall healthcare policy environment in China and specifically, market access landscapes including payers, providers, and related policy stakeholders for oncology, rare disease, or specialty care at national, provincial, and local levels including public, private, and commercial dynamics preferred
Comprehensive knowledge of the biopharma sector, such as major legislative & regulatory trends, companies, payers, markets, and nature of competitive environment and the ability to track and manage multiple issues in national and selected regional settings, effectively prioritize and adjust strategies mid-course, when necessary, is required
Fluency in Chinese and English
