OBJECTIVES OF THE PROGRAMME

  • To provide leadership and direction for global, regional and national efforts to prevent NCDs by : advocating for NCD prevention;
  • promoting health, especially for poor and disadvantaged populations through the best buy and good buy interventions for addressing social determinants of NCDs;
  • slowing and reversing the adverse trends in common NCD risk factors; preventing premature deaths and avoiding unnecessary disability due to major NCDs, including cardiovascular diseases, cancer, diabetes and chronic respiratory diseases;
  • encouraging mobilization at all levels of society; developing and engaging in strategic partnerships; and promoting instruments governing NCD prevention adopted by WHO's Member States, including the WHO Framework Convention on Tobacco Control, the WHO Global Strategy on Diet, Physical Activity and Health and the Comprehensive Global Monitoring Framework, Including a Set of Indicators, and the Voluntary Global Targets for the Prevention and Control of Noncommunicable Diseases.

    PND drives NCD prevention from a whole of government approach, which focuses on policy coherence, coordination and efficiency.

    To complement this approach, PND promotes Health in All Policies, which provides a systemic and sustained approach to taking into account the impacts of public policy on health determinants and health systems across sector

    DESCRIPTION OF DUTIES

    mHealth Country Operations : - Support the WHO Be He lthy, Be Mobile secretariat team in engagement with new countries.-

    With the regional focal point and the senior members of the secretariat team, provide technical support for the development, adaptation and implementation of the country roadmaps for the implementation of the mHealth for NCDs program in the country.

  • Be responsible for day to day coordination as well as reporting on process and progress of the country implementation to senior members of the team.
  • Provide technical input for setup and execution of the monitoring and evaluation of implementation of the programme at country level.
  • mHealth New cross-cutting Interventions :

  • As advised by the steering committee of the mHealth for NCDs initiative, research new cross-cutting interventions related to NCDs.
  • Organize global consultations for the development of the mHealth Handbook for these new cross-cutting intervention areas.
  • Provide technical assistance in the development of the handbook for these intervention areas.- Provide technical support in setting up and coordinating Informal Experts Groups for the relevant intervention areas.
  • mHealth initiative : - Represent the WHO-ITU mHealth initiative at profiling events. - Synthesize and review research on emerging mHealth for NCDs issues and prepare required briefings and summaries.

  • Provide assistance in the overall management and administration of the Be He lthy, Be Mobile initiative by coordinating tasks with stakeholders etc.
  • Perform other duties as required.
  • Education

    Essential : A first university degree in social science, business administration or related fields.

    Desirable : Master's degree in Public Health, public policy and / or information management.

    Experience

    Essential : At least 5 years' experience in public health, informatics or other relevant experience, of which 3 years at the international level.

    Experience working with international organizations, at global, regional and / or country level, working with governments and other stakeholders at national and international levels.

    Desirable : Experience working in e / mHealth. Experience and knowledge of working in the UN.

    Skills

    Technical competencies in mHealth, Digital Health or Health Information Systems for Communicable / Non Communicable disease programmes.

    Technical competency in public health policy and management. Technical competency in implementation of programs at country level working with government and multiple stakeholders.

    Use of Language Skills

    Essential : Intermediate knowledge of English.

    Desirable : Intermediate knowledge of French.

    REMUNERATION

    WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,233 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3985 per month for the duty station indicated above.

    Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
