     IMPORTANT NOTICE REGARDING APPLICATION DEADLINE:  please note that the deadline for applications is indicated in local date and time. 1.     Organizational Context a.    Organizational Setting The post is located within the Technical Coordination Section, Premises Management Service, Premises Infrastructure Division, Administration and Management Sector. The Premises Infrastructure Division is responsible for the management and maintenance of all land and buildings within the WIPO campus in terms of infrastructure and technical facilities and the management and allocation of space, and of various equipment, furnishings and supplies, and in terms of providing logistical support to all sectors of WIPO. The Division is also in charge of the Environmental Responsibility Project and the Physical Accessibility Project in all buildings on the WIPO campus.  b.    Purpose Statement The incumbent leads the work of the HVACS team and is responsible for the proper and continuous operation of HVACS facilities in all buildings on the WIPO campus and for monitoring of facilities in rented buildings, as well as for infrastructure (construction, renovation, conversion).S/he is accountable under the Business Continuity Plan for the functioning of key HVACS facilities as well as crisis management and operational response teams, with particular attention to key facilities that ensure business continuity in the fields of security, IT and conferences. The incumbent ensures that WIPO staff, senior management and delegates can exercise their responsibilities during all meetings or events in safe and comfortable conditions.  c.    Reporting Lines The incumbent works under the supervision of the Head of the Technical Coordination Section.  2.      Duties and Responsibilities The incumbent will perform the following principal duties: 1.        Lead a team of technicians responsible for the maintenance and servicing of HVACS facilities, including WIPO staff and technicians hired through one or more external providers; allocate and supervise work; monitor and control the quality of service delivery of the team; provide regular feedback on performance, conduct performance evaluations and identify and address training needs. 2.        Monitor and evaluate technical and financial contractor performance through establishment and regular review of technical Key Performance Indicators (KPIs); identify and report issues and recommend solutions in line with contractual and service level agreements; regularly liaise and establish close relations with external providers involved in HVACS activities on the WIPO campus. 3.        Organize, plan and monitor the preventive maintenance of all HVACS facilities (including in particular Geneva Lake water cooling system (GLN), kitchens and catering-related areas in various buildings); analyze and identify problems in facilities and organize corrective maintenance in accordance with WIPO business continuity priorities; carry out quality control and authorize sign-off. 4.        Regularly assess viability and relevance of installations vis-à-vis their lifecycle and identify opportunities for introducing new technologies. 5.        Analyze and assess interaction between electricity and HVACS installations, identify risks, and develop mitigation measures, in consultation with the Chief Electrician and other technicians within the Section; train colleagues on new technologies to ensure effective provision of services. 6.        Monitor the energy management of the campus, and the consumption of vital energies (drinking water, natural gas, Geneva lake water (GLN)); propose and ensure energy optimization and the economical operation of HVACS facilities. 7.        Write specifications for works to be carried out; analyze and assess bids for all HVACS works; provide technical management for projects; provide advice, assistance and technical support to consultants or experts in the context of major projects or studies, ensuring relevant local standards (e.g. SIA Norms) are respected. 8.        Monitor costs and prepare budget estimates with regards to proposals for improvement of installations and maintenance projects; monitor stores of materials and equipment, technical documentation (designs, blueprints, maintenance documents) and maintain and update documentation. 9.        Supervise various facilities in accordance with a specific fixed schedule; availability for call-outs during nights, weekends or holidays may be requested by security guards or supervisors. 10.      Perform other related duties as required.  3.      Requirements EducationEssentialCompleted secondary education. Technical diploma in HVACS domain – [equivalent for example to Certificat Fédéral de Capacité or Certificat d’aptitude professionnelle, Brevet professionnel or Baccalauréat professionnel]. ExperienceEssentialAt least eight years’ relevant experience related to the HVACS domain of which several years’ recent experience as responsible for maintenance of HVACS installations and equipment. Several years’ experience supervising staff. DesirableExperience in the field of sanitation.  LanguageEssentialExcellent knowledge of written and spoken French.  Knowledge of written and spoken English. Job Related CompetenciesEssentialSound knowledge of Building Management Systems related to HVACS. Sound knowledge and/or experience in the field of sanitation. Knowledge of standards applicable in the host country related to the HVACS domain (Swiss Engineers and Architects professional standards (SIA)). Excellent people management skills. Excellent analytical and problem-solving skills, with the ability to rapidly assess and react to technical issues. Excellent organizational skills, with the ability to prioritize work assignments and to meet deadlines. Excellent interpersonal skills and ability to establish and maintain good working relationships in a multi-cultural environment. Good drafting skills. Competent user of AutoCAD, Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the internet and the ability to adapt quickly to new software. DesirableVendor management skills.  4.      Organizational Competencies 1.    Communicating effectively.2.    Showing team spirit.3.    Demonstrating integrity.4.    Valuing diversity.5.    Producing results.6.    Showing service orientation.7.    Seeing the big picture.8.    Seeking change and innovation.9.    Developing yourself and others.  5.         Information Mobility:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities of the Organization.
